Haiti has undergone significant political and economic upheaval since the end of the Duvalier regime in 1986. The overthrow of Jean-Bertrand Aristide in 2004 brought further unrest and violence at the hands of armed gangs, and led to a breakdown in law and order throughout the country. In response, the United Nations Security Council established the United Nations Stabilization Mission in Haiti (MINUSTAH) to enhance stability and security and support the rule of law. At the same time, the international community approved an international cooperation framework and pledged $1 billion to the reconstruction and development of Haiti.
