Objectifs du projet :
The project will contribute primarily to the implementation of a more comprehensive, ecosystem-based approach to the management of a strategic international watershed, recognizing the impact of healthy eco-systems on the well-being of poor communities like the ones found in the Artibonite watershed. It will achieve this by (i) assisting both countries to better understand the environmental concerns of the watershed and work collaboratively to address them at bi-national and local levels; (ii) building capacity at the local, institutional and systemic levels to utilise a more comprehensive approach for addressing transboundary water-related environmental concerns; and (iii) implementing on-the ground measures that address the priority transboundary environmental concerns and build upon other ongoing efforts.
The PDF-B process will culminate in a bi-national agreement on the design of the full GEF project, terminating in the submission of the completed project documents for GEF Council approval.
Résultats attendus :
- A comprehensive agreed political bi-national framework as the basis for operational and investment decisions;
- Requisite governance reforms at national level in support of transboundary ecosystem management objectives;
- Improved stakeholder involvement at the regional, national and local levels;
- Mobilization of investments including additional external investments;
- Validated pilot models for sustainable land planning and use schemes, coordinated with ongoing CIDA and GTZ projects to ensure synergies and avoid duplication;
- Improvement and development of innovative financial instruments to foster practices of sustainable use of land and water resources;
- Improved coordination between stakeholders at the local, national and binational levels including of donor-funded initiatives at the national level, which contribute to ISAP implementation as well as to the development and implementation of the UNCCD-National Action Programs;
- Enhanced management capacities at local and national level, with specific focus on strengthening descentralized institution building, working in conjunction with the GTZ Artibonite project;
- Improved information bases and systems accessible to all stakeholders and that set the basis for efficient planning, steering and monitoring instruments and systems;
- An agreed set of indicators; and,
- An adapted TDA-SAP methodology which will incorporate land degradation issues and options, and will be used in the Land Degradation Focal Area.
